On July 17, 2024, Lockheed Martin announced a significant new initiative to deliver considerable economic benefits to Thailand through a strategic industrial participation proposal.

This proposal, known as an “offset,” is intricately linked to the Thai government’s assessment of the F-16 Block 70/72 as a potential addition to its future fighter program.
The F-16 Block 70/72 initiative encompasses several ambitious projects to bolster Thailand’s capabilities across various sectors. Central to this proposal is creating a Research and Development Center focused on advancing manufacturing and agriculture.

Additionally, Lockheed Martin plans to provide advanced aerospace engineering training for Thai industry partners and the Royal Thai Air Force, alongside extensive workforce development programs in manufacturing.

The initiative also includes technical assistance for upgrading advanced data links to ensure interoperability with the existing fleet and advanced maintenance training for the Royal Thai Air Force. Furthermore, Lockheed Martin intends to explore supply chain opportunities within Thailand and enhance domestic sustainment capabilities.
Aimee Burnett, Vice President of Business Development for the Integrated Fighter Group at Lockheed Martin, expressed confidence in the proposal: “Lockheed Martin values our 40-year partnership with Thailand and the Royal Thai Air Force. We believe the F-16 Block 70/72 will significantly complement the existing F-16 fleet.”
In an interview with The Pattaya News, Burnett added, “Lockheed Martin brings decades of experience delivering value to local industries and workforces.

We have a proven track record with offset projects involving Thai industry partners and the Royal Thai Air Force, and we are enthusiastic about extending this approach to the F-16 Block 70/72 program.”
